RW in Bledsoe: Onsite Manufacturing & Local Economic Impact

The RW onsite team has begun casting of modular cells for the new facility expansion for the Bledsoe County Correctional Complex in Pikeville, TN. RW’s onsite manufacturing model selected for this project provides a substantial positive economic impact for the local community: providing employment and training as well as utilizing local businesses and contractors for the production and finish of the cell modules.

At the project’s inception, the RW Project Team organized a series of job fairs in conjunction with County Officials to expand the exposure of local job opportunities at the onsite manufacturing facility. At full production, 75% of the manufacturing facility’s staff will be employed from the local community.

Additionally, it is typical that over 60% of the raw materials required for the production of cell modules are procured from local suppliers. The percentage is the same for the number of local subcontractors utilized within the RW manufacturing facility.

The RW onsite manufacturing model brings the quality and efficiency of a manufacturing factory to the local project site, investing within the surrounding community through the hiring of a project specific labor force, utilization of local subcontractors, supplies and services.

The Bledsoe County project is an expansion to an existing facility, the Southeastern Tennessee State Regional Correctional Facility, located in Pikeville, Bledsoe County TN, about 2.5 hours east of Nashville, TN. The addition consists of five buildings containing 632 cells produced in a total of 156 quad cell modules and 4 double cell modules.

The Project Team review of the first mock-up precast cell module was held in mid-July with continuous casting starting directly after.

RW was awarded the precast modular cell package by the New Jersey Department of Corrections.  The cell modules were produced at the NewCrete/New Enterprise Stone and Lime, Inc. facility in Roaring Springs, PA.  The facility expansion spans a total of 9 levels, inclusive of cells and plenums.  RW's precast cell modules were combined with archtectural precast elements to provide an exterior aesthetic that was consistant with the surrounding buildings.
